CPU AI Problems

I've tried playing against single CPU's in Vs. mode with many different characters, on many different stages, and with the CPU being many different characters and on different intensity settings, but no matter what combination I use, the CPU will just stand there shielding until their shield breaks. When they recover, they will just do it again. Occasionally they will attack once or twice if I am close, but they usually just shield.

Think he's asking what level specifically this happens on. I know this doesn't happen at all when the CPU is on Level 9 on my Wii.

Don't the levels only change how responsive they are?

It didn't matter what level they were set on, they all acted the same way.
