That's why the thread exists. Because I assumed they didn't just remove a forum, but I still can't get to it.

It is located at the top of the 3DS sub-category page. If it is still not working for you, I suggest taking this to Forum Support - especially if you think it is only specific to you.

Posting probation is in effect for the forum. If you have 3 or more active infraction points, you aren't able to view/post in it. This is the case until the infractions expire.

tl;dr - Your actions have consequences, think wisely next time you break rules, etc.
