I can't really seem to understand it. Or does he just not combo rediculously unless he's using shine ALOT?

It's pretty much the same as any other character, use Fox's weak Nairs and Bairs to keep enemies close and either attempt to send the opponent flying with a smash attack or into a gimp situation. I'm not a fox main or a pro, just some basic stuff.

Compared to the other top-tier melee vets Foxes' combo game isn't all that spectacular. (See Falco/Marth/Falcon for dope ass combos). Fox has some stupid combos on certain characters that are heavier than Marth and have high traction (Link/Ganon/Falcon etc) but for the most part Fox is good because he has an absurd punish and grab game. Up-throw up-air is so easy and works on almost all of the cast. Oh yeah and you should be shining all over the place. (Drill shine-jab, drill shine-upsmash, nair shine, shine-bair, shine shine shine).

You have glorious combo options

Nair them across the stage
Utilt or Usmash them multiple times in a row (subsection: Uthrow to Uair)
Shrimp Gimp
Shine Combo on stage while yelling "Get ya ass whopped"

One of these 4 options will lend you to victory

nair nair nair nair to nair is pretty good
also nair nair nair nair to upsmash

An interesting thing about fox's combo game is that it's not quite as essential to juggle as with other characters. Making full use of drills, shines, and regrabs help a lot. Since he's so fast his tech chase game is also good.
Against most characters the best (but not most often) combo initiator is a grab, since grabs can pretty much always lead to at least one or two aerials, tilts, regrabs, etc. Shine or nair is probably the most common way to initiate a combo, and off of both of those you can almost always get a grab or tech-chase grab.

hmmm don't forget tilts. If they seem far away down-tilt can be good. Up tilt is amazing also as a combo move and defensive tilt. Foward tilt is fast but doesn't lead to much.

Nair>shine>WD>grab
If they fall down, after the WD ether DD or wait and when they do something and then punish or just go back to neutral as you laser them.
Uthrow>usmash FF
If they don't tech after that usmash shine'em and tech chase
Uthrow CG some people like MK
Weak nair>usmash
Jab>shine>stuff like sh nair or WD wait and destruction
Jab>usmash
You don't really get a lot of huge combos, you can get some, but fox isn't dependant on that like others are. Welcome to the top tier BBY
It's to bad fox gets combo'd hard just for being cute
