Typically the "Southwest" section is reserved for Brawl tournaments. The "Social" section is the place to make threads about everything else.
Usually, however, there are already social threads for each region, like the link Loko posted above. Post in those threads if you want a response; most because subscribe to the bigger threads and check them often.
