I am far from the best, but he should use the fair more, learn how to space it and hit with the very tip of the sword, it is very important to Ike's game. Other than that learning the counter's timing and using it effectively would help, and maybe use the jab combo a bit more, but don't spam it.

Someone else will probably come and give better info, but this is my advise. Also, I believe there is a new guide in the works, so he should wait for that, it will help more than I can and the other guides are outdated.

Watching the videos here would help as well.
