Can't seem to find launch TIME anywhere?

Title says it all. I am US central time, and games generally launch at midnight in the US, BUT the time zones for midnight differ. Sometimes, a game goes live at midnight PST, which would make it 2am my time....and sometimes they launch at midnight EST, which makes it 11pm my time. Soooooo for someone who has it pre installed digitally already, is there any official word on the TIME the game actually goes live?

I heard 12:00 a.m. EST DEC 07 will be a downloadable time.
