Can't post in the Live-stream sub-category

Is there something I'm missing that prevents me from posting? Or is that forum just locked

Streams are listed in the side bar automatically if you are streaming Melee/Brawl on Twitch. There's a section in your profile where you can leave your twitch username for it to do so.
