Can you mix and match all special moves or just sets?

Seems pretty crazy if you can mix and match based on individual special abilities. Would be difficult to balance :p.
Though maybe you can just pick from special ability sets? It's difficult to tell from the wording.

Its just every character has thier own special costum moves

You can pick the moves individually. Reggie had Shot Put, Onslaught, Tenshōkyaku, and Lightning Kick - only two of those were in the same column.

The mii's and palutena have completely customizable move sets with lots of very different moves that can able be interchanged. All the other fighter on the other hand simply have different variations of special moves. Such as increasing the speed of the move for less power, or decreasing the range of a recovery for it to do more damage. This leaves the question of whether or not mii's and palutena should be allowed in competitions, or if any customizability should be allowed in competitions. Personally, i would like to see two competition types be created for Sm4sh, one with only defaults, and another based completely around customizability which includes both move set changes and stat changes. This would hopefully allow for deeper gameplay and still allow people who want to have no move set changes to still have basic tournaments.
