I get messages from eBay occasionally (once a month I think) about my invoice. Here's the latest one:

Your eBay invoice for the period from April 1, 2012 through April 30, 2012 is now available to view online.


Amount Due: $26.49

You have set up PayPal as your automatic payment method. Your invoice amount will be automatically deducted from your PayPal account between May 15, 2012 and May 17, 2012. The amount deducted may vary based on recent payments or credits.

I've sold $199.92 in the past 31 days (None were from this month, so this is all April). Do I owe 26.49 to eBay like a tax or something?

No, it's a final value fee. But now that I think of it, it is sort of like a tax. It sucks *** for sellers (mostly why I'm hesitant to sell there nowadays).
