Brawl EX Characters ignore gct codeset

I've been trying for about a month and a half now to remove airdodging and attacking out of hitstun, but I noticed it only applies to all non base game characters. Otherwise known as the characters added with BrawlEx. If anyone knows how to help me with this BrawlEx issue, I'd be very grateful
