Or...it could mean something else.

1.) It could mean that the Rays are still having a tough time against the O's, but it doesn't mean failure this time. Just because a bullpen is struggling doesn't mean that they're failing. Failing and struggling are two different terms/words/things. The score is only 2-0, so both teams are putting up a good fight (or I would think). Both are struggling against the other, but the Rays have an edge.
2.) Rays bullpen is performing very poorly, but the O's are even worse in one regard or another. This one speaks for itself.

O's offense is due to break out.. The beginning part and the end of the line up has been producing runs. Davis, Machado, and Trumbo have been cold.. Doesn't really help when a "hitter friendly" Umpire is proving to be a pitcher friendly umpire in this game.
One man's success comes at another's failure but they don't have to fail all at once :/

Now tomorrow they are going to win the series in the rubber match with Bundy hopefully giving them a shut out and O's offense comes back to life.. Hopefully..
