1. Glenn
Surprised? From what I've seen, Daryl is not the best character in the series up to season 4. His character development was good, yes. And yes, he's awesome. However, Glenn has been vital to the group from the very beginning. He's intelligent, creative, innovative, passionate, kind, and a little bit unwieldy and overly optimistic, but he's still a character a lot of people can relate to, myself included. His relationship with Maggie is great, and they've built up each other very nicely. I'm similar to Glenn in a few regards, too.
There's literally nothing to hate about Glenn. He's arguably the most relatable character, the most useful character, and also the most human character still alive.
2. Andrea
Oh look, more controversy! I love Andrea, even with her inferior tv counterpart. Her story arc in the tv series is something I appreciate. She's a tough, take-no-nonsense woman in season 1, but her sister's death turns her into a depressed, bumbling mess in season 2. Once she finally braves the wild with Michonne, she becomes stronger and when the Governor starts to lose grip on Woodbury, Andrea steps up and actually becomes a pretty good leader! She even tried to negotiate between both sides, but alas people are too stubborn to work with. It's sad that she bought into the Governor's lies though. Tsk tsk.
Even so, I miss her, because her story arc is something I appreciated, and I didn't find her that annoying. Yeah, she shot Daryl by accident in season 2, but they made amends, and both of them became stronger after that event. Why are people still angry about that? If anything, I liked it. It shows she's human, and that makes her character deeper. She may not be missed by many, but she's certainly missed by me.
At least she's still alive in the comics :D

3. Michonne
Silent, strong, and spectacular. I don't need to say any more.
4. The Governor
At first, I found him creepy. Then, a total jerk. Then, maniacal. Then, very complicated. After that, awesome. Finally, an amazing villain turned tragic villain turned anti-hero. What an amazing boss <3.
I still remember the creepy head thing tho :/
And I'm still not happy about how he tortured Maggie, Glenn, and Andrea.
5. Daryl
His character development in the first three seasons is amazing! HOWEVER, he hasn't been that entertaining in season 4, even with his growing bond with Carol and Beth. Most people will riot if Daryl dies. But for me...I actually will be satisfied. Daryl's a good character, but his arc has ended for now. If he got bashed by Negan, I wouldn't cry over it.

6/7. Rick/Carol
I don't know who I like better. Both have had fine story arcs so far, and both are amazing actors. They bring out their characters nicely, and each character's personality is a lot of fun.
8. Tyreese
He's such a cool guy! He's also really tough, and took out an entire herd of walkers by himself (points to the writers for staying faithful to that scene). His personality is interesting, and he's someone that's easy to relate to.
9. Maggie
Glenn's taste in women <3
She's pretty useful to the group, and I love her southern accent. However, she hasn't received as much character development as others...but I know she'll get better in the future.
10/11. Morgan/Dale
I can appreciate their personalities and arcs, but they aren't present enough for me to really like them as much as others. They have decent arcs, but aren't really strong characters.
12. Merle
I HATE season 1 Merle for his racist remarks. However, I love season 3 Merle <3. He was a total beast in season 3, and also had an interesting dynamic with the Governor and his brother Daryl. Overall, this makes me love him and hate him at the same time. Also:

13-16: Herschel, Beth, Carl, and Sasha
I don't really care about any of these characters right now. For now, all I see them as are plot devices used for superior characters. Herschel benefits Maggie but not himself, Beth benefits Daryl and Maggie but doesn't have much of a personality herself, Carl's ok at times but ultimately depends on Rick for character, and Sasha's...just there. If I were to rank them, it would be Carl > the Greenes > Sasha.
17. Lori
She had the tendancy to pawn off Carl to others, and that highly annoyed me. It's like, c'mon, be a responsible parent. At least Rick is trying to raise Carl! She also cheated on Rick. But hey, at least she isn't a total dirtbag traitor.
18. Shane
Oh look, a total dirtbag traitor! I remember when I used to appreciate "Crazy Shane" as a way to further his character development...well, I actually still do. However, the more I think about his character, the more I want to punch him in the face. Annoying personality, prideful, foul-mouthed, short-tempered, a total jerk to Rick because of envy, being a jerk to Andrea, forcing himself on Lori in the TS-19 facility even when she said it was over between them, and the list goes on!
I hate Shane. I really do. I'm so glad he died early on.
