Compared to 2015's ruleset, it's much more limited.
FLSS isn't there anymore, neither are customs. Miis are limited to their 1-1-1-1 moveset which is worse than getting banned, really.

I really don't know what to say about miis having custom moves.
I mean, they were obviously designed with custom moves in mind....
But I feel that if you gave them custom moves and options, you'd want to give the other characters it too.

Though I also like customs, there is a difference. You can use their custom specials without turning on the custom function. That's huge.
