This is a Twitcher.

They are formed from humans equipped with stasis modules, causing them to twitch uncontrollably and move at an incredibly fast speed. In fact, these guys are the fastest Necromorphs in the game, with legs or otherwise.

This particular one is fan art of a Twitcher's face from Dead Space 2, made from a reanimated police officer.
