Heavy Skull Bash also has a momentum glitch. If it's the first input after being launched, it will launch you very very far. Like from off stage to the middle of the stage. Both recovery and KO potential? That's a pretty handy move if you ask me.

Kong Cyclone is disgusting.

Bowser's custom side specials are the best because they not only improve his recovery, they also allow Bowser to pseudo-wavedash if you get the right timing.

One of them also improves the reach of his punish game.

It's kinda true. He gets easier, but still very good combos but loses the complex, effective ones.

It's a huge nerf for Luigi mains, but others who want to try him out will have an easier time learning him.

Heavy Skull Bash gives Pikachu another potential KO option, which is the pretty much the only negative point that character has. In a customs tier list, it wouldn't be too far-fetched at all to say that he's #1.
I'd show y'all what Pikachu could do, but I don't have a Wii U here. ;-;
Hopefully Weegee will get at least a slight buff. The nerf was overkill in my opinion.
