Actually there is one difference.

All zombies can infect humans if they are alive, or in case of the Walking Dead, if the virus is inside of them already, they will turn after death.

However, only two types of Necromorphs can infect a dead human corpse, or a living, unsuspecting human victim; an Infector or the Swarm; so not all Necromorphs spread the infection. Their main job is to kill as many people as they can in order to make the job of the Infector/Swarm an easier task.
