From what I recall it's possible for two users two bet on the same mod (maybe more, but I don't think so) but you cannot bet on the same two mods that another user is betting on.

And the person who gets to choose the avis depends on the circumstance. Usually it's the user(s) who did win the bet. If the user(s) takes too long to come up with something or none of them guess the right mod, the mod who broke the count gets to choose their avis instead.

Yes, any two mods you want, there's no limit on who bets on a specific mod.

The winner(s) do, though if there are no winners or if they don't want to pick, the moderator who broke the count does

Oh, the thing about Dark Pit crashing the party.

the image is literally so small that it's just a tiny dot though, at least on my end. That part I don't get still, if it's meant to be like that.
