Starmie's moveset isn't here.
Also, I'm pretty sure that no one here can do a proper gen II competitive rate, only thing I know about it is that there are no natures or EVs and IVs are from 0 to 15. To me it looks good, except that I would use another move rather than fly for Crobat and dissuade you from using attract...
