Of course with Wario this is a different story because he's just fat and annoying to Olimar.

Yeah idk about most other chars but Wario has some good tools vs olimar. Wario's fair blocks Olimar's side B ^_^ and dair is awesome

Olimar can attack directly above, below and to both sides, but he has a blind spot 45 degrees above/below him in either direction. Take advantage of this whenever possible. And try to approach him from above if he is on the ground.
