Best Level 9 CPUs?

I've come to believe that it's either Luigi or Ganondorf, but is there any consensus to who the best Level 9 CPU is?

Any character with strong, fast moves and/or a good job combo that doesn't infinite. Living for a long time with CPU DI is great too.

Samus is good.

Level 9 Roy. For sure.

I personally think a level 9 CPU's performance is dependent on the stage you choose to fight them on. For example, all level 9 CPUs seem to have a problem NOT SDing on Yoshi's Island (the one with the blocks) lol.

I think Falco and Mario are. Ganondorf's pretty good, but you can also bait his Up B real easily.

I've seen some level 9 Falcos do some insane stuff. Followed by Nairing off stage lol.

Level 9 Fox sometimes does a frame-perfect D-throw shinespike if you are playing Falcon and he grabs you on the edge. Usually he is programmed to a shine right after a D-throw to send you sideways away from him, but the sides of Battlefield and Pokemon Stadium mess up sometimes.

Luigi is a good opponent too. His aerials come up fast and perfect nair hits you quickly, meaning comboing his is difficult.

Lvl9 Ganon is the best at doing Team combos with you. He always accurately times his up+B when you send someone towards him, and his jab as well. And his attacks he uses to hit them, usually perfectly sets up for my Falcon or other characters to combo off his hit.

If you force every character to fight 1v1, then more often than not Ganondorf will come out on top. Infact a level 7 Ganondorf beat a level 9 Mewtwo (who's terrible as a cpu, but still)

Level 9 Luigi. But with spacies, I would say lvl 9 Peach. I don't know if It's me who's just bad in that matchup, but everytime I'm trying to combo her, she's just doing a Nair and I can't do anything.
