In no particular order, the ones that really stand out and that everybody will tell you about :
Pit : his arrows lead into whatever you want them to and can hit anywhere on the screen, multiple jumps, wall of pain that combos into itself
Sanic : his fair is an incredibly fast and disjointed meteor, which coupled with his superior movement makes it extremely good. His homing attack leads into free nairs, and his bair is one of his best killmoves, its efficiency being greatly increased offstage.
Ivysaur : almost semispike bair that's extremely disjointed, a belly stomp that's not disjointed but meteors for like two whole seconds, a dair that meteors/pushes away and can be used to delay her jump arc, a very fast recovery in case she misses so that she can go deeeeeeep
Mewtwo : Ivysaur's bair, plus Mewtwo.

I'd also add Charizard, Marth and Dedede to that list. Their edgeguard game is great but they're not as obvious.

And who could forget bAir > bAir as Link, coupled by whatever in the world you can think of to just pelt people with as they return? Plus he's got a brick of a nAir, one tap and you're just too far to come back.

If you consider one hit from anything from Bowser while you're offstage a gimp, then he's got a killer toolkit, as well.

Ivysaur, Mewtwo, Fox (how he hasn't been mentioned so far, idk) are very clearly a cut above the rest. MK and D3 follow after, I think?

I think Fox was like, just an unspoken thing that was already widely agreed upon even without text confirmation from other members of the board.

Any characters that can go a good distance offstage with little risk.

ZSS. Down Smashes hitbox hits under the stage, allows for free bair. Her recovery is great so she can chase off the stage without much fear. Nair is fast, has good range and sends a good distance away.

ZSS vs Bowser. Love chasing that fat turtle with the lithe ZSS

I play Wario and he can gimp people with his nair, bair, and dair. Of these 3 the riskiest is by far dair with any use off stage being incredibly risky. While his recovery isn't the best normally, his fart allows him to get back from a lot of sticky situations after he edge guards. Even using his dair off stage and missing isn't killer if you're at lower percentages and still have a jump and your fart.

What constitutes as gimping? If its as simple as hindering stage recoveries Mario/Link comes to mind. Both for obvious reasons.
That cape.
Those projectiles.
