Battle Records & Character Balancing

"Donkey Kong in the current build is Super Strong... But we'll be looking at the Battle Records when balancing out the characters, so nobody knows how he will turn out in the end."

Is there reason to be concerned about this?

Battle records are basically the stats that are recorded within our games. Wins/loses and so on.

I'm not sure why we should be concerned unless the whole team never gets a chance to flesh out their characters in time. In which case a character that seems under powered at first is buffed to heck and back because the developers didn't figure out that characters most productive style. Which then results in a Meta Knight at the last second.

I am equally concerned about the opposite: where a character that seems overpowered is nerfed to almost nil. Remember Kirby in Melee or Ganondorf in Brawl? Yeah.

Assuming that the players are reasonably good, this should be a good thing. They can use the statistics to see if any changes to characters need to be made. Street Fighter 4, and presumably other games in the fighting genre, do this to check out matchups.

Getting that rolling dash attack from DKC would be a magnificent buff.

Nothing to worry about then.
When it comes to Sakurai, it wouldn't surprise me if they let the CPU fight eachother to get a Battle Record, but if humans play to get Battle Records, it should be fine.

I mean, look at Brawl. lv9 Snake is Trash Tier vs other lv9 Characters.
Makes it look like he would need a buff.

Given that he had actual people balance playtest for Uprising, he's probably using humans to playtest.

Now let's see if he realizes this time the difference between balancing for 1v1 and FFA (and you can hardly balance for that one).

Exactly.
Brawl Ganon may be trash in 1on1, but he's quite the KO Machine in FFA, and even 2on2 at times.
He can also be pretty damn effective with items turned ON.
