Wolf seeks to use projectiles and fast ranged attacks defensively to force the opponent into making a bad approach that he can easily punish.
Wolf suffers against characters who can combo him and gimp his poor recovery.

+ Increase B melee damage.
+ Increase damage and knockback for Side-B sweetspot.
+ Increase hitstun for Up-B and Down-B.
He has a sword on his gun. A sword, that cuts you. I've always wanted the Side-B sweetspot to actually matter as well. Let him combo out of his reflector against some characters, and you've got a reasonably improved Wolf on your hands. I worry some that Wolf doesn't doesn't need these buffs, but for now I'd give him benefit of the doubt; Wolf seem to be one of the characters that learning how to fight against him pays off a great deal, like Ice Climbers or Diddy.
