So to put it simply, what all can you do with B-Down? I see people doing that flip thing from Brawl she can do and whatnot. So what are all the implications of the move?

You can control the distance and speed Flip Jump travels at by pointing the control stick after pressing down b. IIRC, the distance is determined by how far you're holding the stick in the horizontal. Once you have initiated Flip Jump, you have three options: cancel with a double jump, flipstool off the opponent by pressing b (this will result in damage being dealt to the opponent, and if grounded, they will trip), or perform a dive kick by pressing a. The dive kick's direction is determined by the control stick.

Are there any uses for the footstool? Like can you actually use it efficiently? Can it be used on their shield?

It can hit shield and escape fairly quickly, but other than that, it's not super effective for pressure. Mostly it just helps with escaping. It's not really used very often.

The 2 most important aspects of Down B are that it has 7 frames of invincibility, and that it can be used as a third jump, but is only really effective if you have access to your double jump.

You can flip off the top of people when they are trying to edgeguard you, this makes you look cool and makes them look uncool, giving you a distinct psychological advantage. Also, I'm pretty sure it CAN flip off them while they are shielding.

didn't 3.0 remove the invincibility frames?
