So, Peach's dilemma is this--does she eat the peaches to lower her damage, or does she smack around her dozing enemies?

Depends on the scenario. If she has high damage and her enemies low, then she should focus on consuming the peaches to recover so she fairs better when her opponents wake up. If she has low or no damage and her enemies high, then she should score some KOs. If she has low or no damage and her enemies also have low/no damage, then she should still eat the fruit just so her foes don't get them. If she and her opponents have high damage, then eat the fruit and then score KOs quickly.

If you're talking about Watt, then yes, for lighting up rooms and seeing hidden blocks. If you're talking about Peach's Final Smash, yes, but it's easily avoided with a jump or planking.
