Are Action Replay Powersaves competitively legal?

I've always loved Pokemon as a kid but had always played for mere fun. Now I want to start making a competitive team!
I would rather not spend my time breeding, EV training, or whatever else you would need to do. Is it legal to use the Action Replay Powersaves to make your team. All the Pokemon would be just as if they were obtained in a legit manner (same stats, moves, etc.). Is it even detectable? Online?

First of all, I'd put questions like this in the Q&A Thread in the future.

As for your question, I'm not sure about legality of any modified Pokemon -- I'm inclined to say no -- but if you're looking to avoid training and breeding like that, I'd look at Pokemon Showdown. It's where a lot of the competitive play is centered, and you can just choose your stats/moves/etc., build your team from scratch.
