Anyway to get Full screen Melee videos? Crop black bars off?

I use a capture card and the quality is fine, but is there anyway to crop them to widescreen format using a program? And also, melee has black bars on its videos at the sides (has nothing to do with aspect ratio). Is there a program I cna use to crop and cut off those black bars, even if I cannot get a widescreen video?

Black bars are usually an indicator of wide screen. If it's not formatting to widescreen, but you have the black bars, then this is odd.
