Anyone know someone takes request of character hacks? (me as ike)

I only know how to re-texture. I have no further information on how to make a whole entire character from scratch. I just need someone who can do me a favor and make the character for me.

I'll provide details on how the character will look (a fairly simple nothing that complex model how i see it in my mind) and I hope someone sees this thread.
