Maybe it's something to do with a mindset that the game's source just doesn't have.

Level 9 Mario is evilly difficult, as is Level 9 ROB.

Also to answer your question, it makes perfect sense to me since Snake is all about mindgames which is much harder to program an AI to be able to utilize versus say, just being an aggressive mario or R.O.B.

The nature of Snake's attacks and the nature of lvl 9's don't go together well. Purely aggressive Snakes don't last long.

Oh, and Snake is not easy to get good with. He's a mindgame character, plus you need to know how to pull off his attacks correctly. Spamming tilts can only get you so far.

Level 9 Snake does abuse those missiles when he's edge-guarding. That can mean trouble if he knocks you around.

I can understand how a level 9 R.O.B. can be evil since it does more smash attacks on average than any other CPU fighter. One time it did 60+ smash attacks in a 5 minute match.

Well, Snake can be an easy CPU, but not the easiest.
Play against a Ganondorf on FD. He ALWAYS gets stuck on the slope. I can win against him with almost all characters.
