Adding colors to characters on Brawl Plus

I know this has most likely been asked numerous times but how do you add costumes to the fighters? Do you have to add in some type of code or is it a file on the SD card? I have the Official Set 4.1 and since it already has Sonic's "Shadow" Mod and Squirtle has his Ninja Turtle costume, I assume that it already supports texture mods. So do I just add the files? Or.... someone help me out here.
