Uhm, are we sure these two are the only options? Isnt this the ssb4 air dodge? I'm sure some properties has changed from brawl, even if it still isnt directional. Have we, for example, even seen a character do multiple dodges in the air? Maybe you can only do one this time around. Or the time between you can do a new one is changed. I think mechanics are more likely to change to something new/different then being either "melees or brawls".

So I feel like I can't really answer the question since we know nothing about the ssb4 dodge so far. We have only seen dodges that are non directional and doesnt put you in a helpless state from sb4, yes. But that is all we know.

Consider removal of all dodges altogether replacing them with air blocking and air boosting. Air blocking works a little like shield in that you hold L to use it. When you get struck, you don't get damaged or tumbling, but your momentum change caused by more powerful enemy attacks is multiplied by 150%. L+B executes an air boost, which leaves you helpless but multiplies your current momentum by 400%. How does that sound from competitive standpoint?

I am not expecting much difference between SSB4 and SSBB air dodge, actually, but small differences do matter. Even a simple one second window between air dodges would change its use a lot. And still, the main problem with Brawl, aside from general slowness, was the stun breaking mechanic. All the other stuff was minor.
