I don't know much about computers, but are there any significant negative consequences that can occur by deleting all the temporary internet files on the Java control panel?

Not really, but you'll probably lose all of your cookies and will have to relogin to all the sites that you go on.

I'd recommend doing it. Some sites pile a lot of unneccessary crap in your browser, and it can slow down your computer.

Definatly. If you can, you might want to keep the cookies. These store bits of info like if you're logged into a site, save games in online games, and other potentially useful stuff. They also won't take up to much space.
