Looking at a tier list doesn't really help a player that doesn't already know how to take advantage of a character's strengths. Similarly, looking at a typical percentage-based matchup chart doesn't help an inexperienced player much either. Knowing why a particular matchup is difficult or easy is not nearly as useful as knowing *why* it is easy or hard. The perfect matchup chart should solve both of these problems and be independent of the level of play that a particular smasher is at.

This is not to suggest that a perfect matchup chart is possible, but I do have an idea that may work: Instead of listing particular matchups by how unbalanced they are (50-50, 30-70, etc.), we compile a list of what specific tactical ideas each character should try to incorporate in a given matchup, as well as what they should make an effort to avoid. Here are some examples to kick it off:

When playing as Captain Falcon against Ice Climbers, try to separate the individual climbers using the knee. Avoid getting grabbed, as this can lead to chain-grabbing for a quick kill.

When playing as Fox against Jigglypuff, avoid getting grabbed at low percentages, as this can lead to an up-throw rest combo. Try to rack up damage with lasers and go for early off-the-top kills with up-throw up-air combos.

^ Yes, this.

The problem with doing what you propose is also that there are only so many matchup-specific tactics that everyone can agree on as generic or necessary.

Yeah, pretty much what you're describing is what the Character Boards are for.
