1) I have a camcorder that records stuff onto the mini CD's, I think its DVD-R or DVD-RW something like that. When I put the disc into my computer I can't copy the data in the disc to my computer. Is there any program I need to download beforehand?

2) When I use the camcorder on my TV, the bottom part of the TV is more shaded than on the top part. Kinda like in this video http://youtube.com/watch?v=7IusuaM0Bi0
Does it happen because of my camcorder or the TV?
