In the Mach Rider support thread, I recall seeing a moveset that drew its A attacks from 64 Falcon, who had completely different smashes.

So why not take Melee Ganondorf's jab, dash A, tilts and Dair/Fair, 64 Falcon's smashes and Nair/Uair/Bair, and tweak the shared specials (Double Falcon Punch, Rising Falcon Kick, etc.). And Voila! We have Blood Falcon, Black Shadow or Mach Rider.

If you think about it, it's not all that absurd.
Well I guess, it only seems possible because of what happened to Ganondorf, but if Melee clones made a little more sense, then I would say Ridley being a clone of Bowser is quite a stretch. Their bodies aren't really as similar as everyone seems to think.

If Ridley kept his legs scrunched up, never used his tail, or his wings, then they could be similar.

Which is why they wouldn't be similar. I don't see Ridley not using his tail or wings at all. And some of Bowser's moves just don't seem to fit. His down throw, his up special, his down special, to name a few.
