Dair might actually be kind of safe on shield. It's -6, making it our quickest in that aspect (next in line would be the Kicks at -8). -6 is only a frame away from moves like Joker's Nair, Bair and Ike's Nair, which leads me to believe you're either looking for a crossup or maybe just drifting straight out of a short hop.
