I don't know if you'd count him as part of the "Mickey universe" per say, but I've always felt that Powerline from A Goofy Movie would be a great fit as a sort of Captain Falcon-esque character. He barely does anything in the movie, but he's got that mythical status within the Goofy canon that I feel makes him ahem stand out, he's probably the only notable diegetic-professional-musician character in Disney's musical-based lineage, (the only others would be... I guess Hannah Montana and Shakira Giraffe?) and I think the electricity theme he has going on would translate well to a zappy fighter.

I do like that Pete's here, he's always a fun heel, and never really seems to get as much love in marketing as Disney's other villains.
