I think, though this is just my personal take - the main reason zoners are generally unfun to play against is because their tools, regardless of their intended use, generally allow a very defensive playstyle (which lends to timeouts and the like.) Kind of a similar problem to some hit-and-run fighters like Ultimate's take on Sonic.

Overall, I think you'd need to consider a mix of the system mechanics, the character's actual tools (both their actual projectiles and other elements like their comparative mobility), and what options other characters have against their projectiles (or at the very least, what options they have to approach.)
