I think it's less that Lilo is unpopular (if anything, she and Nani seem to be among some of Disney's most popular human protagonists from the 2000s) and more that Stitch himself is just really marketable.

Its also weird having angel be the most merched character! i really felt offended that angel was in disney land stores but not lilo!
Also i would have loved for lilo to be in Disney infinity (as a playable character)
As a kid i didnt care that much about lilo but as an adult shes such an amazing character in the first movie in partricular!

I agree with that as Lilo's an important character herself and the series that omit her usually end up failing big time.
I don't have a problem with Angel being relevant and getting plenty of appearances and merchandise though as I liked her a lot in the Series. Same goes for Sparky, who has the honor of being the first ever direct-to-video and Disney Channel TV series character to appear in a Kingdom Hearts game, as a boss, no less.
