If Microsoft and Nintendo are still buddy-buddy by the time Smash 6 enters development, I'm willing to wager Steve will be included - Hell, I'd say he's more likely than Banjo.

The Steve negotiations took a while to happen, yes, but I would assume that it would be easier to reach out about a reappearance since the initial talks already happened. As for the stage reworking thing, Steve would probably be a roster lock before they even began programming the stages in a theoretical Smash 6, so they wouldn't really be reworking anything instead of working with Steve from the get-go.

Even if neither of those happen to be true, keep in mind that Minecraft is one of the most successful games out there and Steve's Ultimate reveal caught on like wildfire from a marketing perspective, with his initial reveal being one of two events to ever cause Twitter to crash. At the very least, Nintendo will reach out to Microsoft regarding Steve's reveal; No way they see all that and decide not to try capturing lightning in a bottle twice.
