I feel that in a game-based roster, the main protagonist is normally going to be the character with the most available abilities to choose from, making the main character more often than not the best choice. There's 100% room for snubs however - some RPGs have side characters who do all the fighting while the hero heals and helps out, fighting games are obvious given you don't want a bunch of Ryu clones running about, some games are remembered more for memorable villains or even joke characters than anything else, some games are based on boss fights so would naturally make sense to represent with a boss or monster, some games' gameplay don't translate well so someone who doesn't have the abilities of the protagonist would be needed, so on. I also think hierarchy should not exist in any form when selecting second reps - sure, I guess Crash needs to come first, but don't prioritize Cortex with his dull laser beam attacks over Ripper Roo or Dingodile, you know?

TV shows and movies are different though - not all TV shows have magical elements or action, while most video games (even realistic and/or non-violent simulation titles) have some kind of magical power, even if it's non-digetic like Villager's hammerspace - the "straight man" character archetype - the character who just reacts to and helps others, content with their dull life otherwise, and, while skilled, is outclassed in their hobbies by a close friend - doesn't really exist in games outside of licensed titles based on shows about straight men (and when it does, it's as a side character!). Given that the whole point of a straight man is to be ordinary and relatable, and in some cases a role model, I don't think there's much going for them moveset-wise unless that ordinariness is played up as a joke.
