Yea, it works if they DI in, but you have to react to it. Not many of my opponents tend to DI uair in, so I haven't gotten it. I wonder if there's a way to condition them to.

Scarfs would be better than some of the alts we have now. His hats don't complement his figure at all since pikachu is kind of chubby.

utilt is simply another option just like anything else. Don't rely on it for damage. I've gone through whole games without finding an opening to land an utilt...actually I don't know if that's true, but definitely not always at low percents.
