Rosa would be too good and would be SS tier. Greninja, Sheik, and Diddy would be S tier and it would be almost like Brawl except just a little bit better.

+1 With Customs +1 Without Customs Good Ness players will save their jumps and their fairs not only pushes luma away, but also can combo. Rosaluma still wins neutral though and still beats out Ness's recovery easily.
