Another reason for her placement i feel like is the fact that the few players that do play her up until recently haven't placed super well at major events. With Dabuz winning Civil War and Kirihara doing well for himself as well I feel like people will take a look at Rosalina's placement again...

I would argue that even parts of B tier are hard to pull off without a secondary, not impossible, just hard. And while I agree going from B to C is a stark difference I would also say that each and every single character in C has the potential to be classified as high tier.
