It never was called that because they are totally different. You don't jump cancel DITCIT and it goes much further than the jump cancel throw for some characters, Cloud included.

There's also this guy named Poke who lives in Canada. He's probably the second best Luigi in NA and he's ranked #1 in his area. He kind of plays like ConCon but he also does a lot of unique combos that I think you guys could learn from.

Boss foxtrots a lot back and forth to bait opponents, and ConCon runs up to shield a lot to stop the momentum from pushing him backwards.
