I'll see fox players dash off stage then shine and when they jump out of shine they are facing the opposite way towards the stage and then back air the opponent that is recovering. What is this and how do u do it?

I play a jigglypuff everyday and every time he misses a rest I always do lasers until the wakeing up animation and then upsmash. But when he misses the rest at are puns below 30% this does not kill. Is there a better option for a rest punish at low percents?
