In order to be good at your character you need to have mastered their punish game, regardless of who you are playing against. If you can turn an opponent's mistake into them losing a stock, it doesn't matter who you are playing as.

I used to play against my friend's Jigglypuff all the time and just spam turnips and bait him to approach. It is definitely a very spacing oriented matchup.
