Use Pikachu. Spam down+B (Thunder) like crazy. Clears 'em all out. I was able to beat it on hard in 1:02 without losing a life. Piece of cake.

Talk about an overblown issue. Upscaling lag is becoming less and less of a problem these days, especially in the newer tvs being released. If you're really concerned, take your system to the store to try it out (places like CC or Best Buy let you do this). Check out this link...
