I need a good place to start, so I'm looking for a good character to play with not a lot of necessary tech skill. Got any ideas?

I'm trying to get a hold of the PM Metagame, so I'd like to know if there are any unique, game specific techs that only apply to PM.

To be honest, both are still video games that are based on a series of 1's and 0's. So all you need to do to make PM like melee is to change a bunch of numbers to be the same as melee. That's literally IT. NOTHING ELSE TO IT.
