Do I have to get UCF?
It is in 20XXTE, but not standard 20XX. I believe with Dolphin you can get it with Gecko codes. If you have 20XX you can use it to make a 20XXTE card- Daweeg

Luigi's Fsmash
I doubt this is new but did you know that Luigi's poke can be tilted 1 of 3 directions. -

Beating Olimar?
I don't know much but Luigi's spot dodge is quick you use that that to avoid the thrown ones if that's your problem. -

Approaching with Luigi
Wow, thank you that is the most comprehensive approaching thingy I've ever seen. (Not that I've seen many.) Though I still don't know what RAR is. -

Approaching with Luigi
Ok, I'm not that good with Luigi and I think I know why. I can't seem to get near my opponent very well. In Melee my friends would just fall for me running at them and getting a quick super jump punch normally for the win. I've just always had a problem with approaching. Any tips?
